CDC UNABLE TO ALLOCATE STORAGE

There are several problems with this message.

1.) The documentation says that the user needs to take no action (when action is really needed).
2.) When we're trying to set a global that has already been set, the user may or may not know that it has been set. A better response is necessary (as well as the ultimate end goal that we shouldn't get the CDC UNABLE TO ALLOCATE STORAGE message at the end.
3.) CDC doesn't understand the message, so in some instances, CDC thinks it's running (with partial data being sent to the TEP, but the console believes it's not running - based on the error messages).

    Based on priorities, resources and future direction plans, IBM does not intend to implement this idea in the foreseeable future.
