ztpld clear out the KSA (keypiont staging area)

Customer is requesting that ztpld program load process program (cil0) always clear out the KSA (keypoint staging area).

The reason for the change is that there was an old keypoint in the keypoint staging area when keypoints were being loaded .  On the online move process we specify the ALL option to move all the keypoints instead of each individual keypoint.  The reason for this was to simplify the automation process for making the ZIMAG entries for load scripts.  What happen was when the the request to move the new keypoint was made it also moved an old keypoint into production , which created system issues.  So to avoid any future load issues the keypoint staging area is cleared before loading any new   new keypoints. 

One thought may be to have an option on the ZTPLD to clear out the keypoint staging areas incase they want to save the old keypoints.  Maybe the option should will be on the ZIMAG entry instead of ZTPLD.
