For TOS, Provide a Recall Commands Expiration Period

For TOS (TPF Operations Server): We recently had an impact because someone pulled up (up arrow) the last command entered on the console and cycled a wrong system to 1052 without taking off the traffic, causing an impact.

We would like the command buffer to “expire” after 15 or 30 minutes and erase all of the command list. We recomment this be a feature that defaults to "off" or "never", with which one can set an expire time up to a few hours.
