program debug /nodebug option

The customer is asking for the debugger to be more granular down to the macro level rather than at the program level if the program can be debugged by the debugger or not..
So in this example the customer has it's own application lock similar to IBM's the lockc call and would just not want the debugger to stop over the service call. The thought was maybe having a bit setting within the ECB to be check if the ECB can be stopped or not.
