TOS: Blocking Selected Commands from the Command List

For TOS (TPF Operations Server): We recently had an impact because someone pulled up (up arrow) the last command entered on the console and cycled a wrong system to 1052 without taking off the traffic, causing an impact.

Another RFE, 33848, was created to implement one part of the solution. Then it was decided that it would be better even if we just didn't allow dangerous commands into the command List at all.

SO this is a request for an optional feature that would allow us to have a list of commands (the starting characters, and if possible, at least 1 "wild card" character indicating a set of unknown chararcters. The block either would allow us to specify command prefixes like tpfa/cmd..., or set up the wild character usage to allow us to do that.

This request should be considered a higher priority that 33848. At this time we still consider 33848 useful, but not as useful as this request.

IBM does not expect to implement this in the foreseeable future.
