Enhance Data Collection Metrics on Preallocated ECB heap and application stack

Expanding preallocated heap and appplication stack storage can consume signficiant memory since the increase applies to all allocated ECBs. We need more metrics to understand the distribution of prealloacted heap/application stack usage by ECBs that are getting close to the preallocated levels.
Additional metrics requested are:
1) provide the mean usage value and corresponding standard deviation for each of the eight ranges in the preallocated heap report.
2) provide the mean usage value and corresponding standard deviation for each range in the preallocated application stack report.
3) include the maximum value of 1MB frame usage and average value of 1MB frame usage for application stack. The maximum value would indicate if there are ECBs getting close to exceeding ESPS (virtual storage size of the applicaiton stack).
