New TPFDF DBCLS option DETAC_NORELEASE to allow reuse of a DETAC chain

This enhancement is for a new option on the TPFDF DBCLS macro,
similar to the DFCLS_NORELEASE but it would also retain any DETAC chains and reuse them when the next DBOPN is issued on that file, provided that DBOPN also uses DETAC and NOHOLD options.
The proposed DBCLS option "DETAC_NORELEASE" would benefit
applications that search a look-up database multiple times,
subsequent DBOPNs reuse the previous DETAC chain retrieved on
the initial program call, the application retains its existing modular
design but would benefit from a performance improvement by
adding this new option to its DBCLS parameters.

    This did not receive any votes on the 2019 TPFUG ballot. IBM does not intend to implement this in the foreseeable future.
