OSA polling when nearing the depletion of IPMT blocks

Enhancement to shutdown OSA polling when nearing the depletion of IPMT blocks. This occurs today when polling during dump processing, but is not done in the mainline polling path. To prevent complete depletion of IPMTs by OSA polling and possible socket failures for sending sockets because IPMTs are not available, suggest checks be made in the mainline polling path to ensure enough IPMTs are available to process a given OSA buffer. If there is not, polling stops until the next invocation of polling.

In addition to this a warning should be displayed to the console when these conditions occur so that the user is aware of the IPMT depletion to possible reconfigure IPMT storage.

    Based on priority and effort, IBM does not intend to implement this in the foreseeable future.

    The priority of this RFE is not deemed high since there is the ability to define huge amounts of IPMT above the 2G bar. In addition, this would be a highly complex change as you cannot just 'shut down' polling when low on IPMTs because we need to get the TCP ACKs into TPF that would free up IPMTs.
