When altering or adding an Internet server appication entry to the IDCF, allow the ability to specify on which I-stream that server will start.

    With the introduction of the "switchable" attribute for ECBs that came with the dynamic CPU capacity support (PJ44591), it is believed this RFE is no longer needed. The INETD long running ECBs will be balanced across all istreams and will now periodically switch the ECBs to the least busy istream. The approach of defining which istream an internet daemon starts on is no longer valid, since the approach is to have them switch over time anyway.
