Allow IFORMAT statements in former data areas in ZODBR LOAD

This requirement identifies an enhancement to the FCTB Validation package, both online and offline. When running FCTBVAL in Move Mode (-m) the code should recognize and rectify difference in the CTSD between 2 FCTB's if an IFORMAT statement in the alternate FCTB covers an area formerly used in the Currrent FCTB, if all of the data definitions in the Current FCTB have been moved to new locations in the Alternate FCTB. If this occurs, an informational message needs to be sent. If an IFORMAT statement in the Alternate FCTB covers any data areas in the Current FCTB and that data area has not been selected for relocation in the new FCTB then an error should be generated. The same logic should occur in the online FCTB validation activate by the ZODBR load.
Note: If the move option was not specified for FCTBVAL, or if the alternate FCTB is to be loaded via the ZFCTB LOAD function, then this situation should be considered an error and appropriate action should be taken.
