MakeTPF search behavior change of the local_mod folders

The Customer is asking for a change in the MakeTPF search behavior change of the local_mod folders .
The way it works now is to search all LM folders first ... that way a local mod always takes precedence over the base version equivalent, even if the base version is newer. The customer would like the behavior to be search the LM and then the base, in turn, for each TPF root. This is so that if a newer base version is introduced and that new version eliminates the need for their local mod, the new base version can be used without copying it to the local_mod folder.
The customer is requesting to add a new config file variable that will let the customer pick the search order ...
