DBDEF Load and Initialisation changes

Abstract: The DBDEF definition, load and initialization should be enhanced to support a consistent view of the DBDEF so that changes introduced by a DBTAB/INIT are not visible to existing ECBs.
Description: Enhancing the DBTAB initialization process would be similar to the way loadset activation is handled, in that ECBs created prior to the initialization would continue to work with the previous definition. New ECBs would be able to access the updated definitions.
Critical Success Factors: The flexibility and integrity of the DBDEF update and load process should be improved without making it unduly cumbersome to administer or adding complexity or too much overhead to the processing.
Alternative Solutions: An alternative would be to make the entire definition, update and initialization totally online. However, this might be more problematic and difficult considering the critical success factors mentioned above.
