TPFAR DDM limit and version.

This includes two enhancements request for TPFAR.

1) Some programs have too many columns to insert/update to allow a run time bind. The maximum DDM commands for TPFAR is 100. A program doing an INSERT/UPDATE for up to 94 columns, with static binding, works ok. However, the additional DDM commands to accomplish a run time bind will return an error SQL code and a dump. the DDM command limit need to be increased.

2)Version number - Run-time bind can use a version number if it's specified to the DB2 precompiler. It's contained in the DBRM that gets appended to the top of the source code by db2pp. When run-time gets invoked, I see the version get passed to DB2 as part of the package ID.
This type of capability need to be provided on Linux builds.
