Remove WGTA Dependency from MATIP core table allocation

Abstract: Need a user defined method for CMID to determine the amount of space to allocate for MATIP's Heap Control Area.
Description: There is a core MATIP table created out of system heap called the MATIP Heap Control Area. The lniata_list portion of this table uses the number of WGTA entries defined (CK8LIT) from CTKC to determine the size of this table. There is an item for each possible lniata in this table. So as the number of lniatas increase, so does the size of this core table. This table is created by DLM CMIT on cycle up and is a large unused area if the actual number of MATIP users on our system is small. We altered the way MATIP determines the size of the lniata_list table in CMID.
Critical Success Factors: The proposed solution would provide the ability to reduce the size of the MATIP Heap Control Area, thus saving system heap frames.
Alternative Solutions: A user defined value in CMID.
A new keypoint field used in place of CK8LIT, or a fraction of this value used.
Solution Considerations: This solution could be implemented through a standard APAR.
