Support block size expansion

Abstract: TPFDF customers want to see TPFDF Capture & Restore utility support block size expansion as well as that of logical records.
Description: TPFDF Capture & Restore support expansion of logical records in a file. But it does not help change phisical size or location, possibly with fixed addresses in the tape.
Solution Considerations: Processing fixed records logically(not address, but type & ordinal) will help.
