A safer TPFDF initialization

Abstract: ZUDFM OAINIT entry need to be enhanced to ensure a back-up capture, against possible unwanted operations.
Description: ZUDFM OAINIT entry gives a warning information to check before going on to proceed. But it is not enough as customers do not pay much attention to the specific information. An internal capture before initializing will secure a safe back-up.
Solution Considerations: To accomplish this, the followings need to be done first:

1. Capture should support uninitialized files.

2. ZUDFM OAINIT should be allowed in 1052 state.

3. Ability to initialize multiple ID's would be useful.

    This is not a nice to have.
    This entry should be secure as the ZIFIL entry with the FILE parameter.
    We should be able to save the records before the initialization.
