Support a shared SSL API to return values in extended SSL certificate area (i.e. V3)

The IRS has mandated that IRS host systems validate specific values in the SSL certificate to ensure the person and/or connecting device has authorization. The values we need are in the extended portion of the SSL certificate. Other servers (Linux, windows, etc) can validate with API's. z/TPF only provides access to a subset of all the SSL certificate values. We need IBM z/TPF to provide a way to address these SSL certificate values - specifically the V3 extension area for shared SSL.
