Option to change precedence of DNS lookup

The current DNS lookup order of precedence is Cache, DNS Server, Local Hosts file. This means that the hosts file can be used only if the DNS lookup fails. We would like the option of being able to override the DNS server if desired.
If the DNS server returns an unwanted IP, there is currently no way avoid using it without have the DNS server make a change.
It would be better if we could force the system to use the IP defined in the local hosts file.
This might be accomplished by providing an option allowing the order of precedence to use hosts file 1st or perhaps move items from hosts file into the cache to be found before going to DNS server.
