Measuring usage of EVENT processing

Abstract: Data Collection needs some visibility into Event Table activity.
Description: Data Collection should show some visibility into the number of blocks actively processing EVENT requests and the number of SWBs waiting for activation.
Solution Considerations: One method would have System Collector lock the EVENT table and count the number of active events and the number of waiting SWBs at the beginning of each interval. Because of the need to chase the waitor chain a lock on the table would be necessary.

An alternative would be to set up two counters - one for active events and one for waitors - in CIEF which would be incremented as requests come in or decremented when a holder releases control or a request times out. Using the second alternative would alleviate Data Collection from placing a hold on the table. During System Collector the counter could be picked up and then cleared for the next interval.

As with most numbers reported, a MIN, MAX and MEAN for each of these values in the system collector output report would be useful.
