Support to flag reads from low core

TPF provides protect key and low core protection against e-type code running in key 1 problem state writing to low core. However, there is no support to help identify when low core is being READ from erroneously, e.g. due to no base register having been setup. zTPF code, especially systems and middleware, may validly require access fields in the prefix area, so support would need to be able to be targeted in some way.
In discussions with the lab, one thought was to introduce a new debugger option that would be able to flag up when the traced ECB read from low core.
Ideally a system-wide option flag (e.g. ZSTRC option) would allow for QA regression runs to flush out such access rather than requiring an ECB to be traced, but the architecture required to identify which ECBs should be checked (to avoid the noise of valid low core reads by sys/mware code) might add too much complexity. However, were such an option feasible we think it would be a test system only option so any additional overhead incurred would not need to impact production.
