Information already exists that allows you to manage MSUs. That information is GP utilization. GP utilization can be found on the output from ZSTAT GPU. It is also available in CDC and in data collection.
You can use GP utilization to recognize when chargeable MSUs are above a threshold where you have to convert a TE to be a GP. MSUs are a measure of the amount of processor execution time that has been used over a 1 hour time period. The GP utilization that is provided on ZSTAT GPU is the percentage of chargeable processor execution time that you have used. To prevent the conversion of a TE into a GP, you need to keep GP utilization below the level where the conversion will happen. For example, let's use an LPAR that has 10 I-streams. The LPAR has 8 GPs and 2 TEs. A conversion of a TE to a GP will happen when more than 8 GPs are used. If GP utilization goes above 80% and stays above 80% over a 4 hour period, at least one TE will be converted to a GP.
Because GP utilization already provides you the ability to manage MSUs, additional enhancements to ZSTAT are not needed.
