RTMC file ID support

Problem statement: Real-time runtime metrics collection support reports finds and file counts. But you can't tell which files are being accessed by a message, which files are being accessed more/less over time on the system or by a specific message, etc. Objective: This support would help z/TPF customers to understand their database usage better by message, help them to identify trends and help them to debug production problems more quickly. Requested Details: - ZRTMC option to turn on/off file collection - When on, RTMC collects file ids for each message collected - Provide dashboards to show file usage on the system overall. Show usage trends over time by file id. - Provide dashboards to show file usage by NVP such as MessageType=Booking or ISrvcName=Booking.
