Prevent loading DFDL files into wrong folder

I opened case TS008515710 for an issue we had where a programmer loaded a DFDL file for a business event into the wrong folder. APAR PJ46741 was opened to address this issue by ignoring files in the loader that were going to the wrong folder. Our issue with that is that the programmer would not know that their file is being ignored as there is no message to the console by the loader saying that files are being ignored. We believe that this will cause additional issues as people will not know why their files are not working. To address this issue, either an error needs to be sent when files are being ignored or the files should not be included in the loadset to begin with.

    We are mainly concerned with users loading files to any folder other than the file path that IBM is assuming that file type should be in.

    Before we can proceed with this idea, we'll need the answers to these questions we posted to the idea on 5/20/22:

    Are you primarily concerned with users loading to subdirectories under /sys/tpf_pbfiles/tpf-fdes (as reported in case TS008515710)?
    Or are you also concerned with users mistakenly loading to other paths outside of /sys/tpf_pbfiles/tpf-fdes (for example, /sys/tpf_pbfiles itself or even /etc or some other location)?
    Would it be beneficial to you to have the ability to load common deployment files to subdirectories under /sys/tpf_pbfiles/tpf-fdes ?

    During our first round of discussion on this idea, concerns were raised over the possibility that some clients may want (or need) to load files with matching file extensions to locations other than /sys/tpf_pbfiles/tpf-fdes, and that error messages would be inappropriate in those cases.
    Are you primarily concerned with users loading to subdirectories under /sys/tpf_pbfiles/tpf-fdes (as reported in case TS008515710)?
