Take advantage of SSD performance in TPF DASD utility parms

We have mods in our zTPF systems that allow more TPF mod Copies per cpu/complex and reduce the minimum wait IOTIME for TPF Capture.
These changes were made when we went to SSD so that we could fully utilize the performance improvements in our environments that have SSD (now all of them). We want to eliminate local mods.
I have requested these before but maybe not through RFE so here you go

    Support for copying multiple modules is available with z/TPF APAR PJ46055.
    The IOTIME for TPF Capture can be set to zero.
