Add the ability to parse AbstractCommandHandler remote command output for compile errors to populate the Problems view in TPF Toolkit 4.6

The programmers rely on the Problems view to enable them to go right to where any errors occur because you can click on an item in the view and it will open the appropriate file and make that line the current line.

IBM provided a sample of plugins that allowed us to do a right mouse click on a component like TPF Toolkit 4.2 supported but it doesn't support populating the Problems view as the 4.2 one does, hence our programmers are missing a vital tool.

We opened a Case seeking guidance and we were asked to open this RFE.

We need this for our programmers to be able to quickly and accurately identify and resolve any coding errors.

    This is available in TPF Toolkit 4.6 fix pack 16.
