Add option to disable SLOWSTART in HSC config

If HSC is used for sending multiple packet messages, network latency is high, and application timeout is set to a low value, SLOWSTART can cause the timeout value to be reached due to packet transmission halted while awaiting TCP ACK. This became evident when switching HSC connection to Disaster Recovery endpoints. Eventually after slow start, transmission proceeds normally without timeout. It would be beneficial to allow an option in the HSC config to set the ioctl() option TPF_NOSLOWSTART for these connections.
