(TPFUG) Provide notification if zTPF is brought up in a cross-drawer i-stream config

If zTPF runs such that the hardware layout of its CPs is cross-drawer there can be significant performance penalties. Even though capacity plans and hardware upgrades can ensure no cross-drawer configurations are actually necessary, there is always the potential for error. We need to be notified if TPF is running cross-drawer, at a minimum via console message during IPL monitoring/alerting can be built around the message prefix.
