Add additional REST Services for ZOLDR support to improve DEVOPS software load automation capabilities

The following IBM enhancements to the REST Services support would allow us to reduce complexity between our DEVOPS implementation server and our Producton, Native Test, and z/VM Test z/TPF Systems, simplify by only using one interface for both Test and Production plus allow us to automate loads to more test sysetms that are not on VMOPER. Our current DEVOPS program load automation uses TOS for the production systems and VMOPER for Test systems.

Requested enhancements:

REST ZOLDR ACTivate loadset currently only supports activating for the CPU ID that the REST Service is sent to (uses PI1DT CPU ID) - our current processes load to a single CPU in a L/C'd complex and then 24 hours later activate on ALL processors so we would need an enhancement to allow the CPU ID to be passed in the DFDL and activate on that CPU and then an option to activate on ALL processors at once.

Provide REST Service support for ZOLDR ACCept of a specified Loadset. The preferred solution would provide the response back when the loadset is in delete pending status. An alternate approach could be asynchronous where the Accept command was sent to TPF and our DEVOPS tool would issue a REST Service to display the status of the loadset until was in delete pending status.
