(TPFUG) Enable CSV Serialization using DFDL

There is current functionality to create documents from a CSV formatted data stream using DFDL. There is not the inverse functionality. We are currently receiving a number of CSV files which require code to be written to parse the data into a format that can be used by the Application. If the CSV file requires additional columns, this parsing code needs updating. If the DFDL parser can parse a CSV format, then changes to the feed would just require a DFDL schema update. This process will help with data format translation.
