TXSeries should support combination of IBM-858 Servercodepage and Flag UCTrans=Yes

Flag UCTRANS=Yes imposes to uppercase all entered characters.

This doesn't work with codepage IBM-858 for characters with ASCII-Code >127, as AIX doesn't support IBM-858. Therefore TXSeries can't perform correct converstion to uppercase by using operating system functions (e.g. for German-Umlauts, like öäü and ß)

TXSeries should support correct uppercase conversion for IBM-858 without relying on the abilities of the underlying operating system.
