Improve the collection of IPIC and CICS traces

We can only enable IPIC and CICS traces by setting IPIC_DATA_TRACE=1 and CICSTRACE = 1 environment variables and restarting TX regions afterwards. This usage is not practical in case of an issue that we cannot reproduce as we don't know the cause of it. Therefore, it would be very useful if we could enable these traces dynamically by sending a command to TX regions. This would also help us to collect necessary diagnostics in case of an issue during TX region restarts because this type of issues are very difficult or impossible to reproduce.
