Support different users to connect to the same database

There are over 3,000,000,000 users using GMCC system. They have to separate their database. Normally each division will have their own database. Some division only cover one city. Others will cover multiple cities. Currently they use different database for different city. However, this needs lots of effort to maintain so many databases. What's more, each connect needs one process, which will consume many resources if setup multiple connections from one CICS region. They hope they can merge some small cities database into one. Then they can differentiate them by different users(such as schema). One city is assigned one user. Then they can reduce the number of database, CICS region and simplified their system architecture. This is one request that supporting different users to connect to the same database.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Transaction Processing
    Product - TXSeries

For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Transaction Processing
    Product - TXSeries

It is not possible to support this with the current TXSeries product architecture and this is not something we plan to address.
