Customer requests additional argument that will tell the scoring server to clean up the environment prior to starting it

There are instances when customers have to terminate a non-responsive scoring instance using a kill -9 which results in no environment clean up as a result of the forceful shutdown of the MLz scoring server. For instance, there is a .sLock file left around due to forceful kill. 

As a result of the lack of clean up, the next attempt to start the scoring server reports errors indicating the scoring server is already active:

[ERROR] Scoring instance start failed. Cause: "CWWKO0221E: TCP Channel MLZHttpEndpoint-ssl initialization did not succeed. The socket bind did not succeed for host * and port 48388. The port might already be in use. Exception Message: EDC8115I Address already in use. (errno2=0x744C7247)". See details: /global/MLz/shadow/iml-logs/scoring/shadow_scoringservice/console.log.

An additional argument to tell the scoring server to clean up the environment upon start up could help customers restart the scoring service after a forceful termination.

Additional messages reported are:

CWWKE0005E: The runtime environment could not be launched.     

CWWKE0029E: An instance of server YMLO0G51 is already running.
