Show Handled Abends in CICS as Errors on AppD dashboards

When abends are handled using Exec CICS Handle Abend, the consuming front end application may show errors on their AppD dashboard, but the CICS regions may not show up as experiencing issues.

We consider handling of abends (where possible) to be good practice as it protects the environments, and also allows for a sensible response to the client rather than them not getting a response and timing out.

Please capture handled abends as error scenarios.

    From discussions, we believe the errors are being sent correctly. For now, this idea will be moved to Not Under Consideration
