CKFCOLL should use CSF-API Calls to collect ICSF key label information and not read ICSF Key Data Sets

We remarked that the CSF STC was blocked for some minutes by the CKFCOLL job
reading the Key Data Sets. With growing importance of encription that might
get more and more a problem. So we think it might be better to use the 
CSF-APIs (e.g. CSFKDSL (Key Data Set List) or CSFKDMR (Key Data Set Metadata Read)) 
to get the key label information than to read the Key Data Sets.
