z/OS Connect Enterprise Edition V3.0.0.0 includes Liberty functionality that can halt initialization or a server instance with log message CWWKB0117W if the required ANGEL process is not active. Automated processes can then be triggered to start the required angel process, and then restart the z/OS Connect EE server instance.
This is part of the capability known as "named angels", although use of a named angel is not required to implement the initialization behaviour requested. Further details can be found here:

The second part of this RFE refers to toleration of an ANGEL process outage (automatic reconnect). This is a separate requirement that will be raised for the WebSphere Liberty project, and details will be appended to this RFE in a subsequent update.
