Error message in JOBLOG and automatic reconnection ZCEE/ANGEL

Actually, if ZCEE is started when no ANGEL process started the following message is issued
CWWKB0101I: The angel process is not available. No authorized services will be loaded. The reason code is 1.
But it's only issued in message.log file in USS
It will be useful if that this message was issued in the ZCEE JOBLOG because no sécurity takes place

We need also an automatic reconnexion between ZCEE and ANGEL without to have to recycle ZCEE

    z/OS Connect Enterprise Edition V3.0.0.0 includes Liberty functionality that can halt initialization or a server instance with log message CWWKB0117W if the required ANGEL process is not active. Automated processes can then be triggered to start the required angel process, and then restart the z/OS Connect EE server instance.

    This is part of the capability known as "named angels", although use of a named angel is not required to implement the initialization behaviour requested. Further details can be found here:

    The second part of this RFE refers to toleration of an ANGEL process outage (automatic reconnect). This is a separate requirement that will be raised for the WebSphere Liberty project, and details will be appended to this RFE in a subsequent update.
