Provide capability to skip domain name check during Root CA certificate validation in outbound case

Submit this RFE on behalf of BCA (Bank Central Asia, Indonesia) per customer request. Customer want this capability to skip domain name validation in development environment for testing purpose.

    This requirement is addressed by z/OS Connect Enterprise Edition V3.0.6 / APAR PI93830:

    It is delivered through a fix that was included with Liberty 17.0.0.4 that allows disableCNCheck to be used on the webTarget element in server xml.
