Automated build of deployable SAR and AAR from API toolkit projects

Provide an automated way to migrate the services/APIs across different environments while those environments are sharing the same zOS Connect EE to expose RESTful APIs. APIs and services requires unique names on the same server, with this capability they can be given a different environmental suffix by a build engine so that API & service migration can be automated.

    This capability is delivered through enhancements to the z/OS Connect EE Build Toolkit (zconbt) to allow it to build Service and API Eclipse projects into .aar and .sar files.
