This requirement is addressed by APAR PI93350 as part of z/OS Connect Enterprise Edition V3.0.7 / APAR PI94081:

z/OS Connect EE has been changed to return an HTTP 400 "Bad Request" response code, with the data conversion error details included in the JSON response when data conversion fails.
