Timeout HA IPIC connection to CICS

Current IPIC connections to CICS cannot be timed out.
In case of outage of a z/OS Connect instance on the same LPAR, the load can only be processed by z/OS Connect and CICS (IPIC connections) on the other LPAR.
We want to remove LPAR-specific dependencies towards routing regions (WORs). We need to have an option to force timeout of the IPIC connection in order to switch to the routing region the other LPAR.

    On Nov. 7, 2018, this was referenced in 119249 with the following text:
    In the short term we aim to deliver RFE 123515: http://www.ibm.com/developerworks/rfe/execute?use_case=viewChangeRequest&CR_ID=123515, which, when used in conjunction with Sysplex Distributor and Port Sharing both in front and behind z/OS Connect EE, will provide a robust and scalable configuration to CICS suitable for the majority of High Availability use cases.

    Yet both RFEs remain in Uncommitted Candidate status?
    The issue appears to remain outstanding.

    I can see this as a very useful feature, allowing traffic flows to be "restored" to an original path in scenarios where an address space previously failed, traffic routed away from it, and then subsequently restored.
