zCEE Liberty should allow server.env file config

Tried to follow Liberty "best practices" for our zCEE implementation, to separate task ID from configuration file owning ID as a Security consideration. This is allowed through Liberty but not Liberty within zCEE. Other parms are working in the server.env, but not WLP_OUTPUT_DIR override.

    We have solved/eliminated the problem that led to the requirement via containers rather than implementing the specific solution for the native runtime.
    The containerized z/OS Connect is delivered in V3.0.55. / APAR PH43628: https://www.ibm.com/support/pages/apar/PH43628

    The title should really be modify zCEE Liberty to allow a parameter of WLP_OUTPUT_DIR. We want to separate output for many reasons, not just write permissions, but also to route lengthy output to a different filesystem.

Allow WLP_OUTPUT_DIR setting in zCEE. This is a documented parameter in Liberty, but not supported in zCEE.
