refresh artifacts on server at a more granular level

Currently the console modify command will refresh everything under a server, API, API requester, services as well as config.
We would like the ability to refresh at a more granular level via the console command and service API.

    This requirement is addressed by z/OS Connect Enterprise Edition and optionally the Zowe CLI

    The z/OS Connect EE REST Admin API and Zowe CLI plugin already have the ability to update a specific named service or API
