Add "user named code page" support in API toolkit

I submit this RFE on behalf of Mega Bank per customer request. The client's requirement is to add customized code page support in API toolkit.

    This requirement is addressed by z/OS Connect Enterprise Edition API Toolkit V3.2.8.1 and Runtime V3.0.32 / APAR PH23299:

    z/OS Connect EE is enhanced to allow users to specify a custom CCSID when creating a CICS® service. To use the custom CCSID, you implement your own CharsetProvider and Charset classes to extend the Java Runtime Environment (JRE).
