Thank you for your requirement. This is already addressed for z/OS Connect. To achieve this you can prevent the Liberty server (on which z/OS Connect runs) starting up when there is an error by using the "onError" Liberty config attribute. This is described here: https://openliberty.io/docs/latest/reference/config/config.html.
