Enhance z/OS Connect EE to support retrieval of a list of outbound requests (API Requesters) deployed on z/OS Connect EE servers configured with OpenAPI 3.

Currently, z/OS Connect EE provides robust functionality to list APIs via its management interfaces. However, it lacks an equivalent feature for listing API Requesters(Outbound requests)—representing outbound API calls—deployed on a z/OS Connect EE server configured with OpenAPI 3 specifications.

In contrast, for servers using OpenAPI 2, administrators can easily retrieve the list of API Requesters by sending a simple REST request to the "/zosConnect/apiRequesters" endpoint. This disparity creates a gap in management capabilities when migrating to or operating with OpenAPI 3, limiting visibility into outbound request configurations.
