When implementing zCEE HA Round Robin provide a new message "no Free sessions in Group" rather than BAQR0662E: No free sessions for single connection

When the zCEE HA Round Robin Routing implemented:

We get the BAQR0662E; no free sessions that triggers alerts, zCEE just goes to next CICS Connection in the Group List; no hard failure.

A new Error message, for when zCEE rasters thru all the connections in the Group List; and fails on all in Group List; no free sessions; this a hard failure.

This would be significant indicator of an outage; all backends in critical condition, rather than just one CICS Connection shortage issue.
