z/OS Connect: set dynamic code page selection by a header value

When invoking a service in z/OS Connect EE, dynamically select the code page translation based on a HTTP request header value.

i.e.

The client sends a request via the Invoke URL
Send a JSON request payload
Sends a HTTP request header value specifying a code page, i.e.
CCSID=value
z/OS Connect processes the request, sens it to CICS
On reply, z/OS Connect uses the value from the CCSID header to encode the output with the proper code page

Same can be used for the request.

    z/OS Connect EE policies can now alter the following CICS service properties cicsCcsid, cicsConnectionRef, and cicsTransId.
