Add support to enforce passphrase value in C4R.USER.=ATTR.** profile

If one wants to enforce by default a passphrase value if the keyword is omitted during an adduser command it won't be possible as currently only the PASSWORD keyword is supported in APPLDATA for C4R.USER.=ATTR.** profile.

The support to enforce a passphrase instead of a password shall be added to get completely rid of passwords and migrate all users to passphrases (by default).
