Make the CICS_FIELD procedure automated to include new OFFSETs to the CICS-FIELD table

When a CICS new Release is released by IBM, the IZPCA users have to update the CICS_FIELD Table executing a manual process.

                 This is an error prone procedure; thus, we suggest the IZPCA development to adjust it to a safer process to be executed by customers

    This is very important to automate this process, manual definitions of OFFSETs to support a new CICS Release is an error prone task.
