Please provide alerting for when continuous collectors stop collecting

Recently we had a situation where some of our continuous collectors stopped committing records. The tasks remained up, there were no warning or error messages on the joblog, but no records were being committed. The tasks also held locks and caused contention with other collectors within the sysplex. The issue seems to have been resolved (please see the associated case), but we would very much like to have alerting set in place in case something like this happens again. This is important for us since the only thing that tipped us that something was off was higher than usual CPU utilization, then we checked the joblogs and found out it had been happening for quite a long time.
